70% Co-Financing Program for Hotels and Aparthotels in Georgia

HMG is launching a program covering 70% of consultancy costs for early-stage hotel and aparthotel projects. Twenty projects will be selected across Georgia.

HORECA Management Group (HMG) is launching a new initiative aimed at supporting the development of the hotel industry in Georgia and introducing international-standard operational models. The program offers 70% co-financing for consultancy services to projects that are in the early stages of hotel or aparthotel development.

The program is supported by a Canadian financial institution and will select 20 projects across Georgia for participation.

Program Objectives

  • Foster high-quality hotel infrastructure development
  • Implement operational models aligned with international standards
  • Develop sustainable management systems and optimize operational processes

What Type of Support Is Included

Selected projects will receive tailored consultancy from both local and Canadian experts in the following areas:

  • Project planning and space optimization
  • Architectural and interior concept development
  • Structuring of operational and business models
  • Financial modeling and business plan development
  • Planning for procurement of inventory and accessories
  • Branding and positioning strategy development
  • Identification of sales channels and pricing strategy
  • Assessment of potential partnerships with international hotel brands
  • Post-opening operational support and guidance

70% of the consultancy costs are covered by the program, while participating projects are responsible only for the remaining 30%.

Who Is Eligible to Apply

  • Own or plan to develop a non-operational, under-development, or under-construction hotel or aparthotel
  • Have a property with at least 20 guest rooms
  • Possess the financial capacity and motivation to participate

Program Structure

Stage I — Application submission: Initial screening and analysis of submitted projects based on their concept, scale, and potential.

Stage II — Vision and commitment interview: A short interview to evaluate the applicant's vision, development goals, and overall commitment.

Only candidates who successfully pass both stages will be granted access to the co-financing support.

  • Applications opened: 5 May 2025
  • Submission deadline: 1 May 2026
